This does makes sense however, as the armor was meant to dampen Mewtwo’s powers to more controllable levels. Of the three stats, Attack is disproportionately relevant to how good a Pokemon typically is for Raiding-and Mewtwo suffering a severe drop in that stat doesn’t bode well for it’s usefulness.
